Change place requirements for fission test

Usually it is little bit annoying that even in very large map it is very hard to find a place that allowed to use fission test. I think it will be cool if fission test had the same requirements but allowed to capture neutral water tiles, so you can test it on islands (what is historically correct). Or even capture some tiles of claimed territory and etc. So it will make testing it much easier then it is now
