Gained [Rising Star!] but not [Known Individual...]

I'm a bit confused about how this happened, but I somehow got the [RisingStar!] achievement but not the [KnownIndividual...] achievement. Here are the two:

Known Individual...

Received 10 thread ratings

-Points for received rating higher than 19 (You have 175 points)

-Points for received rating 99 (You have 175 points)

Rising Star!

Received 50 thread ratings

-Points for received rating higher than 99 (You have 175 points)

-Points for received rating 499 (You have 175 points)

How was I able to get 50 thread ratings, but not 10? Is this a bug?

They replace one another, so you got both close to the same time. After all rising star is a much more "prestigious award" than known individual so why have both shown? It also keeps clutter down on the achievements heading under your posts in the forums.
