I'm not sure how Diplomacy works in Endless Space. I know that you can't be diplomatic with the Cravers, but one my United Empire and Hisshio runs I go to the diplomatic panel and I can't do anything with them. However, they can contact me with deals. Is diplomacy just not finished yet or am I doing something wrong?
