I've been poking around on the 'My Profile' page and it mentions something about uploading a custom avatar. I know you can do it for your profile picture, but can you do it for the avatar you use to post on the forums?

This. The community is required to use the avatars available in the list: heroes from the game. It is simply a design choice. Only a few people, the forums moderators and the dev team, can actually have a custom avatar.
