As it is with bug reports and requested savefiles, adding a file is extremely common in those posts, in favour of actually using the provided UI I would advocate either

1) putting the file upload on default pane

2) not making the extended toolpane overlap the send button

This seems only to occur to me when creating a new thread (also fairly common in mentioned case of bug reports)

I seem to be able to reliable reproduce it on both 2560*1080 and 1920*1080 displays in chrome.

In reply form the "more rich" extends the top bar upwards.

In create new thread form, it extends downwards and also moves the post and cancel buttons slightly to the left.

In reply form on phone it overlaps completely, not only partially, can't really tell my display resolution there though.1080p but in portrait I guess.

I can also see the "more option bar" icons moving slightly as they redraw after each keystroke in this reply.
