Currently, rebels are often a bigger problem for neighbors of their parent nation than the parent nation themselves. This could be solved in the short term by making them automatically have a relationship value of 10 with everyone but their parent nation, which would make them not attack or ransack other countries, only their parent.
Humankind - Rebels should only be hostile to their parent nation.
