A civilization strategy game should allow the player, to define the kind of civilization it wants it to become instead of having pre-selected a Civilization with perks/attributes along with a notable leader. At least have this option, as scenario or as alternate start game. The idea is to allow the player to tweak it'son civilization as much as possible.
I believe, it would enrich the gameplay if events of various nature (e.g. society, belief, government, architecture, traditions, etc) would pop-up as the game timeline progress with options/decisions. The type pop-up's would be influenced by building and reasearch choices. Also, environment/surroundings, where the player decided to settle, would originate specific events.
In regards to researching new technologies, I'm a fan of the tech web design (e.g. Civilizaion Beyond Earth).
Buildings construction availability must follow a criteria system (e.g. population level/city size)
PS: I apologize if this post isn't bringing any new idea worth mentioning, just wanted to share my view as strategy passionate gamer.
