As far as I am aware independent cities all use the same set of cultural skins making them very uniform for little independent cities. I say make them take the cultural skin set of the closest player's influence when they form. For example an independent city forms on the border of the Eygptians they will have Eygptian style visuals for their cities and soldiers. They DO NOT get any bonuses or unique features, just the visual.

First of all we wanted to thank you for your suggestion but this part of the forum is meant to ideas to improve the website (G2G) so If possible I would like you to create a thread with this suggestion on the Humankind Forum (that is the reason of being tagged as "Out of vision"), so other players can see it and talk about it > https://www.games2gether.com/amplitude-studios/humankind/forums
