Better Filter and search Options

You have some very good points here, before we can statued on this suggestions, there some point to discuss I think:

Search by Title

It's already possible, as you can use the global seach feature (on the header bar), or using the "Share your Ideas" box on the Ideas section home page.

Ability to exclude ideas containing certain tags

I'm not sure of want you mean here, you can exclude/include Ideas using the Categories as a tag system.

Check ideas more often / Start marking ideas as Out of Scope or Out of Vision

Do not think we don't, but we want to give some time to the community if they want to comment/follow/upvote and share there own though on the proposed Idea.

"Ability to exclude certain tags" means that you can for example search for ideas about Government, Laws or Elections that are Not  About Politics (Exclude results that include Politics tag). I still think amplitude needs to communicate more on how far along an ideas review processes is, mabe have a set amount of time for an idea to be edited and voted on before it will have to be judged or "closed" in a sense.

About the "Exclude" feature, it may conduct to a very complicated UI, with too many filter option. If you really think this is a mandatory feature, you should create an Idea about his case in particular, and see if you got some backup from the rest of community  :)

And about the review process, I can't talk on behalf of the ES2 dev team, but the point is to give some time to each Idea to see if how the community supports and reacts about it. This feature is very new, and we already have some adjustements for the next update, so we're still experimenting this feature.
