We Need Better Population Controls

Managing which populations are welcome in your empire and those that are not is tedious in this game. The ways to actually remove undesirables are limited.  

I propose we introduce Empire Population Controls, they could even be as simple as allowing us to purge who we want, or allowing certain species to reproduce. It could be expanded to include ideas such as enslaving a certain species.
