There are some rooms in which the minor module points are inaccessible to the heroes. I experienced this twice in my last playthrough - one was a module on the edge of a precipice, the other was behind a box (I didn't even know it was there until I built a module there, I often just shift click to fill the room up).



Heroes can't access the minor module to repair it, so if it is damaged, the heroes will just sit in the room unable to get to it and they will not operate the major modules.



If the hero can't repair, it's not a problem.



Destroying the inaccessible damaged minor modules solves the problem.
