I was playing a quick doe last night on steam Mac desktop. I got the jpad from a merchant. I gave it to my bruiser (girl in power armor). She didn't fix the modules in the room she was protecting in combat or out... It seems like a new problem. The team fortress engineer was fix modules during combat as an Npc. The jpad trait didn't seem to work. I will load screen shot when I get home.

It's not a bug But I agree, the tooltip is not clear.

The jPad doesn't give the ability to repair, only to do it during the fight if the "Repair" skill is owned.
