I have the exact same problem but I am in the life incubator which has the effect limiting the turrets to 3 per room. I was unable to build a third in the crystal room but could outside of it. I think the bug is that it is counting the crystal as a turret.

Step by step of the bug
Step 1
Zed, Comrade, Sweeper
Step 2
Hard difficulty
Step 3
Astral harbor - security vault - transcendence center
Step 4
Transcendence center with 3 turrets max per room zone debuff
Step 5
opened some rooms, build some generators, fought some waves, mined a bot upgrade, played normaly
Step 6
tried to build a second turret on this especific room and bug occured

tried to build in another room and worked

Unable to build second turret on room. I chose the "max 3 turrets per room" debuff on zone, but only built a single turret in this room + a generator.
The turrets I tried to build had its visual zone of effect around slot, even if it didnt build.
Didnt cost industry
I was able to build on another rooms.
Zed, sweeper and comrade (I moved comrade's turrets to another room and still it didnt work)
