Description: You can circumvent the cooldown of low fire rate weapons by swapping between your weapons.

Steps to Reproduce: 1. Fire weapon, 2. Swap weapon, 3. Fire second weapon.

Expected Behavior: Switching weapons to not let you fire faster. Not exactly a bug per se, but a bit of an exploit that may be worth mentioning - mainly only applicable to snipers in current OpenDev, but could be abusable with new low RoF weapons or the +DMG -Fire Rate upgrade.
