The Drakkens can force Truce, Peace, even Alliance. Ok.

But when they do that over Forgottens, they can block them from doing any Pillages actions. Preventing from attacking and conquering your cities yes I agree, but preventing from any pillage it's too powerfull, especially as the Forgottens really rely on Pillage to growth.

I think Truce should not give protection against Pillage. Force Peace, maybe, but not Truce.
