I get this pacification quest requiring me to garrison at least 4 out  of the 5 available unit classes in my empire's garrisons. So I have 3 unit classes in a garrison and the fourth is my hero who is the fourth class governing the city. Yet the countdown timer for this quest doesn't start, which means my hero is not recognized as "in the garrison" even though he clearly is the fourth class and governing the city. Please patch this quest so that heroes also count as garrisons when they govern the city. It was particularly frustrating in my scenario because that pacification quest was also a competitive quest (be the first to pacify the Dorgeshi).
