The ability to fail a non-faction, non-cooperative/competitive quest is pretty interesting, especially for the cases highlighted above. We'll add this to our improve list !

I got an ansver from you's dev. That wasn't implemented in EL, but I hope this will be implemented in ES II or EL II.

After releasing "Tempest" this can add some new frustrating mechanics in gameplay.

Examples:

1. Getting any naval units as cultists without access to ocean.

No comments.

2. Getting era 3 or 5 approval technology when playing 3-5 coastal city faction.

5 cities demand maximum 40 approval. Learn sewerage system, public market, cargo docks and getting +25 empire plan will give you +90.

That is more that you need to maintain 100% in every city.

With ocean domination you don't need to expand to much. With new active defence systems from shifters(retailation), strong new districts(winter\strategic\luxury boroughs) you can get realy cool defence. And if you don't have some resource in Era 3 or 4 - you can get it from ocean. This 2 expansions was realy great for making this gameplay style much stronger(ty Amplitude).


2. City defence.

When you build a new city it will have 100 defence points.  When you build new city defence building - again you will get this defence points instantly. This points come instantly and from nothing.

As I think, a bit more good idea will be to:

a) When city build - his defence will be set to 0 and grow over time. This rule can have only one exception - capital city.

b) When new defence building is finished - this will increase city maximim defence ration. And city current defence ratio will remain on the same level and grow to max over time.

c) May be, if city isn't under siege - it should regenerate defence points with bonus speed.


3. City ownership.

Don't know about current formula, but may be city ownership recovery ratio should scale with city and empire populations? So, If you are got city with 1-3 pop - you should take control over it in 1 turn?
