SUGGESTION: Make Extrator = District and not District = Extractor

The Dev team has make such a beautiful game.



It is really sad, that when expanding, your city's districts covers the anomalies and extractors. I like cities that have flora, or something else in it beside just concrete and normal buildings.



Currently Districts can act as Extractor. Why not make Extractor can be upgraded to behave like a District if it is connected back to City Center.



Also is it possible to consider making a water District, so city centre near the large bodies of water is not a waste.

I think the extractors should act like city outposts if not connected to the actual city's borders, working the tile like it was a district of the city, only with something like only 50% of the benefits the tile gives.



Say it's a luxury resource that gives you 2 dust, 2 food and 10 approval, with an extractor on it, the tile would add 1 dust, 1 food and 5 approval to the city, since it is still being worked to keep the extractor operational, though it's not really part of the city in a technical sense. In winter outposts could only 25% of their yield due to the difficulty of traveling between the city and the outer parts of the region.
