Really, it would be better to have the players delegate their influence output from cities into 5 allocation areas, Empire, Science, Military, Economy, and General, or a percentage basis. Points allocated to the latter could contribute to enabling any Plan part, but could not do so entirely on their own. It should cost more points for certain factions to purchase science or warfare benefits, for instance. It would also be nice to gain influence OTHER than from quests and cities, for example, warfare influence added for every successful combat, and even more when conquering a major's faction's city, with a massive gain for conquering an entire faction's empire. Peaceable means, too, such as a city gaining a citizen, peacefully pacifying a minor faction city (or cities), peace treaty with a major faction, etc. It would make more sense, too, for the Empire Plan to be more tailored to the individual factions, for example, Roving Clans should have better bonuses in Economy, and weaker bonuses in Military.
