I have been always agitated how most 4x strategy games don't allow me to build military and city improvements simultaneously; more often then not I simply go with exclusively city upgrades, and whenever I need a military I rush buy everything in bulk since waiting for them to complete takes too much time away from progression. So I have a rather unique and interesting solution to the problem that will likely fit well with Endless Legends.

My Proposal:

Each faction should be given the opportunity to construct military bases or training camps on their territory, similar to constructing watch-towers except the location can be anywhere on your land (With some areas being obviously better); each military base has its own queue for military units, and can build them at a reduced cost by comparison to the main city; however, each base will have an opportunity cost: Such as approval, food, etc. The base can also either use half of your cities production, or use its own production (The tiles surrounding it) (All city production bonuses to tiles will also apply to the military base; the base will convert dust and science into production at a reduced income, food will also be required to train units faster). The base can also be destroyed by other factions or roving armies, so protecting them is a must. They would also likely have a large maintenance cost, and cannot rush buy units (With the exception being the broken lords).

Something along those lines would be wonderful to see, as it would mean you would likely only have to construct one or two of these to begin fielding a military, so it does not dent into your cities production or progression too much. Settlers could also be able to build fortresses of sorts perhaps?

What do you guys think? Suggestions for improvements to this idea, sound good? Sound aweful?
