I'm hardly the first (and I doubt I'll be the last) to suggest that boroughs need to be redone, as the current mechanics are currently unintuitive and confusing.



My suggestion would be to make players automatically place a borough in a city whenever the city grows 2 (1 for necrophage) smiley: stickouttongueopulation:. players would have the option to either place a new borough on an adjacent tile, or upgrade an existing borough +1 level (if the appropriate conditions are met). level 1 districts would still apply a negative modifier to smiley: approval, but level 2+ could decrease the smiley: approval modifier of adjacent boroughs, giving the players a choice of either building a low level borough to gain more smiley: fids, or upgrading an existing one to improve city smiley: approval (numbers would be tuned so that higher level districts would decrease smiley: approval, but be unable to completely nullify it, ensuring that larger cities would require +smiley: approval buildings to remain efficient/prevent them from easily reaching fervent :approvalsmiley: smile.



Doing so would make larger cities more consistent, as you would no longer have 10+ smiley: stickouttongueopulation: cities that only occupy a mere 1-2 tiles, and they would help players prioritize the construction of units/upgrades to better customize their cities, but would likely require that you reduce the smiley: fids gained per smiley: stickouttongueopulation:.
