Completely Remake the Garrison feature

I believe the current defenses of cities is laughably bad. It just doesnt make any sense. WTF is the point of building a city if literally 1 spear wielding militia is all you got for defense.





This needs to be remade. I have an idea that is more of a hybrid of civilization.



NEW FEATURE



Cities now have 4 towers. These towers will fire at random enemies once per round. Sieging the city will disable towers.





All upgrades to city defense is now Permanent and Special Towers. Example.



"Chain Lightning Tower"



"Point Black Tower"



"Free Attack Tower"



etc.





These towers cannot be sieged down. Now the thing about this tower system is the city must be held by atleast 1 unit. They cannot leave the city. They will receive an addition 100 hp in fortification no matter what but you cannot put many units inside the city.





If the city is empty of an enemy unit for longer then 2 turns, the battle is automatically won.







This makes taking cities much trickier and make both sides play strategically. No more plowing through someone's empire like its a bazaar

If we want siege to be useful in such a situation, perhaps siege will decrease the health points of the towers depending on percentage of City Points left from maximum?

siege destroys the base towers. I per turn. It does not effect the bonus HP of garrisoned units nor the permanent towers which the player paid for with production or dust.
