Currently, if you do not have the population to support boroughs, the builds are greyed out. If you do not have the rare resources to build a warrior or a structure, they are greyed out.



Then why is it that you have options to build the harbor when you do not have any sea/ocean tiles near you? How about building river dependent (only provide a bonus when one is present) when there is no river nearby.



Can they please be greyed out until the appropriate conditions/resources are met..

Personally, I don't mind the river/lake depenendent buildings because you can still build them, even if you don't get the bonus. But the harbour is just impossible to build if you don't have a sea tile and that bugs me out.
