[1.0] Balance: Hero passives

I am talking about the passive abilities of heroes that affect your armies and or economy, for example:

Army Attack Boost 1 (+5 Attack and +5% Attack for all units in the heroes army)



From observation, some of those abilities appear mostly on Heroes of a specific race (or role? i am not sure), for example dust efficient is often found on Broken Lords heroes, Army Health boost on Drakken or Army Damage Boost on Ardent Mage heroes. There is some variation, so not every hero with the same race has the same passive and their tier can vary as well.



Those passives can make or break the early game, for example if you start without dust efficient with your starting Broken Lords hero leads to significantly less Dust Income. Also they make searching Heroes on the Marketplace a bit tedious, e.g.

i rather wait for heroes with the right passive and high tier of that passive than buy a bad available hero





Suggestion:

1) Imho starting heroes should always start with the same passive (there is a lot of random variation in the game start already)

2) there should be no tiers of those abilities.

-or-

3) an alternative could be that they have more passives with lower tiers, e.g. either one tier 3 passive or a combination of 1 tier 2 + 1 tier 1 or 3 tier 1 abilities

I agree that the starters should be balanced and tiers might be a bad idea. Like why would anyone choose a hero of lower tier vs. someone higher?
