Let me cross a lava flow without taking damage when I'm walking on a road that I have permission to use.

Either: Let me cross the damn lavaflows when there is a bridge without taking damage (you can cross them when you build a district above them, after all!)

Or: Improve the pathfinding so that they don't run into lava just to save some movementpoints. Having to Micro each and every unit, and basically rendereing auto-esplore useless because they just love walking through lava is pretty much off-putting

Districts already negate the damages from lava flow.

It's enough. If roads negate it, it neutralised any tactical value of lava flows in a region.

The damages does not come from the passage in the lava, but from the heat of the region (that's what you put as argument).

The problem is if there's lava in a central region in your territory that lava will always be a pain and if you have to cross that region to reinforce a city, your reinforccements will get wreked. The tactial advantage is why I suggested only owned roads negate the damage.
