I'm playing as The Ardent Mages for the first time and I'm having trouble with their faction quest called "The Taste of Fire." My problem is simple: I can't find the Transcendent Rod (which I need to have equipped to a hero to explore a ruin).

It might be because you don't have the resources to equip it, it's one of the late resources. In the equipment window, click on the button that lets you see items that you're missing the resources for, it should show up then. at least, that's what it took for me.
