Brainstorming: A village rather then city based faction

Normally do you expand cities with boroughs, but how about a faction(maybe nomadic) that just builds additional villages in the region. To prevent a micromanage nightmare should the buildings still be mostly region based, but maybe can they build different kinds of villages that somewhat specialize them.



Villages: A borough that can't be attached to a city or another village, each village has a specialization, this determines what yields you can get from the surrounding tiles(giving them all could be overpowered)



Because they can't get the level 2 district happiness bonus could they instead build monuments(something like Stonehenge), those don't have expansion yields but instead produce approval.



What do you think? What kind of civilization/race/units/lore could be used for them?

Yes but this is not about a minor faction based faction but a faction without cities at all. Like some native americans or prehistoric farmers in europe. They don't add districts to their capital town instead do they create additional villages in their region. Food would be logical strenght but some nomadic tribes also specialized in trade(dust), science would be the most logical weakness for them.



Combat wise are skills needed for the hunt what they specialize in like bows and thrown spears. If they have access to cavalry are they also often used to hunt. Because they often supplement their farming with hunting could they have lower food consumtion then the rest.
