I often find myself not wanting to settle a new city or build burroughs during winter since it's very hard to find good spots to expand because of all the negative effects of winter.

It would be nice if we could turn on/off summer/winter output of FIDSI from tiles.

I also would like this. It would also be nice to have information on summer and winter unit map movement speeds, as well as (unrelated) unit battle movement speeds.

Since the effects of winter are partly random, previewing the effects of winter during summer might be problematic; in the general case, you can't calculate an accurate preview without information that the player doesn't know yet. I suppose you could display how things would look under the effects of the previous winter...

Fair enough, but summer is a constant so you should be able to display the summer FIDSI during winter.

Although op, a word of warning, unless you are at mid-late game and intend to jumpstart the new settlement with purchasing, then you should not settle during winter. You will lose too much dust, and unless settled on a food granting anomaly you won't be gaining pop size either. Better wait till summer to settle
