Make the villages normal districts with just a different design. In my current game i have 3 cities which have a significant portion of the zone obstructed by a minor faction village. I mean the cultists basicly work them already so it should not be that hard to change.

Hmmmm but then even cultists needs to convert them after pacifying them in order to get the district effect. Since converting is their unique mechanic, i don't see how it is fair for other nations to do the same for their pacified villages.
