Diplomatic status (cold war, war, peace, alliance) now you can change anything you want, if you have enough prestige, each new run. I have often made 3 - 7 of thousands of prestige for the turn in later game (170+ turns).

ты хочешь сказать, что под конец игры нужно усложнить смену дипломатических статусов, так как в конце у тебя достаточно престижа и дипломатия превращается в фарс? .. если я правильно тебя понял, то я согласен .. как я понял сейчас можно заключить мир, а на след ходу опять войну, потому что это очень дешево стоит .. правильно мыслишь .. надо менять дипломатию .. я бы даже сказал это должно действовать больше чем 3 хода ..

Yes, all is true. (read in rules, that except for special sections on the country/language, at a forum it is necessary to write in English). Significantly it is more 3 turns to locate diplomatic status it is not necessary, there are quests on the peace/alliance/war during 5 nearest courses.
