Empire plan



The goal of the Empire Plan is to break the rhythm of the game by allowing players to make some strategic choices that will impact their empire for the next 15-30 turns. Besides, the Empire Plan system also exists to replace the tax rate system, by adding more depth in the choices the player can make between Dust smiley: dust and the other bonuses, depending on the empire needs.







Ministries



Each ministry represents one aspect of the Empire:

  • Economy (Dust bonus, Trade routes, Market place…)
  • Exploration (Minor factions, Movement, Colonization...)
  • Military (War, battle bonus, army upkeep, unit cost)
  • Science (Research bonus, Tech exchange, Tech cost)




To earn those bonuses, players will have to increase their Prestige smiley: empirepoint, then spend them into the ministries they need.

The power of the bonus depends on the Prestige smiley: empirepoint spent in each ministry, as each of them has up to 4 bonus steps.





Mandates

  • Mandates will last a defined number of turns.
  • Each empire will be able to change their ministry plan only at the end of a mandate
  • All empires’ mandates will last the same amount of turns, and will start at the same time


If the player doesn’t collect enough Prestige smiley: empirepoint, he may not be able to maintain the same Empire plan than during the last mandate

Our VIPs had a few questions about:

  • Bonuses: their effect is exponential, like their cost in Prestige smiley: empirepoint.
  • Course of the game: every time you set your new Empire Plan, you will need to repay the Prestige cost to at least keep the previous plan bonuses.
  • Balancing of factions with Prestige bonuses: the fact that some factions can earn more Prestige than others is part of their balancing.

This is a very interesting system. That ministry plans can only be changed at the end of a mandate will require careful weighing of costs/benefits.



Is it possible that there will be random events that nullify or otherwise affect mandates before they scheduled to end?



The fact that smiley: empirepoint must be repaid upon setting a new empire plan makes it sound spendable, like smiley: dust. Is that the case or do you just mean to say that it must be at the appropriate level?

Oh gods, the inner bureaucrat in me is thrilled with this. I like the idea that plans can collapse due to lack of prestige smiley: empirepointand that might cause empires to crumble if they've been resting on shoddy foundations... Anyway, I come back from DotE to even more good news, y'all are the best! Anosognos, I'm guessing that it decays over time; you have a certain amount of prestige, and when it's at the appropriate level you can spend it... But it probably decreases more rapidly the less 'glorious'/'noteworthy' things you've done? I see smiley: empirepoint as kind of an ephemeral and hard-won resource, though I'm obviously guessing.

How easy is it going to gain prestige points? Are you forced in making Mandates? I think Mandates should be slower in completing in larger empires because the word has to get around that what the empire plan is?

i hope that there is an approval bar and that if it gets law enough your people force you to reform the governments. its just an idea to place more emphasis on your approval.
