Possible Riftborn singularity persistence/stacking bug?

I can confirm this bug is real too. I was playing my first playthrough as the Vaulters and the Rifters were my only real competition for a long time. Their lead began to grow exponentially and the influence being produced from their capital system swallowed up no joke half of the huge-sized galaxy. They began spamming positive singularities on themselves and negative singularities on their neighbors, allthewhile using their absurd reserves of influence to buy out all surrounding territories.

Thankfully I was on the other side of the galaxy so I was out of reach of their BS cheese and I started pumping out endless hordes of carriers so I could wipe them off the map before they won an inevitable economic victory.

Even after taking out most of their primary sectors, they still won an economic victory, so I loaded a previous save, purchased a bunch of sectors from my allies, left the alliance, and won a conquest victory on the same turn the Cheeseborn won their economic victory.

Here are some absolutely absurd post-victory stats (I'm blue, they're purple):

Food

Industry

Dust

Science

Influence

Population (here's where you can see where I prioritized curbing their growth):

Notice the outrageous sphere of influence from their capital on only turn 103:

Is this issue finally going to be fixed in the next patch?
