​1. While trying to assign hero to sanctuary I get message "The system must be a Colony"

2. Also System screen does not have buttons to assign hero

POSSIBLE SOLUTION: either assign buttons should be available and lead to same result OR not available OR disabled with meaningful message

3. I was able to find post from 4 years ago which says that was possible at the time

4. I was not able to find in release notes anything about hero assignment to sanctuary

Please advise if this is a bug or works as intended?
