found out they offset unhappiness siginificantly.  there are 3 levels so far. and so far in the most extreme unhappiness case i have, level 2 maxed out happiness so much  that i had no need to use level 3.  

Are you talking about the specific happiness resource or the improvement that adds +5 per level?
