Is it intentional that when you have Religious as your Leading politcal party you automatically siege any system that is not at Peace with you? I find that to be really frustrating because it leads to diplomatic situations where you end up upsetting an AI faction when you had no intention of being aggressive. Most commonly, my explorers are orbiting a system only to harvest the curiousities, but because they have a starting weapon module, they will auto siege the AI (when Religious) and tick them off. Is there anyway to not auto siege just because you are in Cold War and have the default Religious law, other than to remove all weapon modules from your explorers? I can't imagine this is deliberate by design.

The default religious law has alway been a weird one to me. I always thought "well, I guess its letting me declare war basically without having to spend influence". In that way, I thought of it as kind of mediocre. The auto siege though, that really bothers me, because often I forget about it and tick someone off, and once you start going down that road with the AI the ball really starts rolling down hill.
I think its kind of a side effect (unintentional) of the game code putting you in a state of war without actually diplomatically being in war. I'm thinking no one really ever complained about it, so its just gone on. But I haven't been here since the early days, so maybe that's not so. Regardless, siege/blockading a system ought to be an activatable ability.
