Quest related bug sort of, in my game i can't build a trade company HQ as the Umbral Choir. I'll try and show you through pictures;
If you need logs or something from my game, possibly a save game i can probably provide that

UC being a one-system faction can only build ONE HQ. Automatically you'll have subsidiaries in all your sanctuaries once it is build.
Tere's a tricky thing here: if youhave your system on an isolated node you won't be able to build any HQ because routes cannot be created and beign it useless you're not offered to build due to "lacking requirements".
To buy it you should be able if you move your system to a node conbected to any starlane or wormhole an have at leas 1 sanctuary to create a route.
Speaking if that if you have an HQ and move to an isolated node you'll lose all yor routes and its income.
From your screenshot seems your system is on an isolated node, but hard to judge due to overlapping faction inf area. Just check if it's the case.

What is strange to me is that you can build solar security in an isolated node. but think main problem may be answered.
