Tooltips 5 years ago

Tooltips sometimes don't show bonuses. If I mouse between researches in my research queue it toggles this bug. Is this intended? Where should I report this if not? Online forums I've found tell me this has been a long bug with no known fix other than to restart the game.

Are the text files for any of the various tool tips available for us to access, in any way?

Occupational hazard of teaching children spelling: I'd like to make some stealth edits, to correct a few classic kooky capitalization errors, that have been driving me crazy for ages! LOL :P
