Clocking device for spacesheeps

Clocking device for ships (or ship with build in clocking capabilities, which when added to fleet could cloack entire fleet). It could be bind only to specific nation. Of course any hostile action would mean to drop clocking first. Other races could also develop sensors to detect clocked ships and have some chance to reveal hidden fleet when it is on their planets orbit. Clocking devices could be bind to one of upcoming races - one who will have more focus on espionage part of the game.
