Rework quests that spawn enemy fleets

There are some quests, like Vodyani's main quest that spawns enemy fleets on random places (in the first 5 turns), the issue with this is that if you're another player and you've got the Vodyani player/ai on your constellation, you've got no clue about those fleet locations, and they spawn really early,  generally further from the quest owner than the other players, it might be just a pair of ships but it cripples your early game, the vodyani quest more than the cravers since there are two fleets, it happened to me in two games already, than the fleets spawn next to each other and my ship arrives to a system to get damaged and go immediately to the system where the other fleet is (while retreating) and gets killed...

A possible way to fix this is having that type of quest as the 2nd tier quest instead, maybe with an additional ship or stronger ship models based on the player's current ones to balance it out.

If the fleets spawn later when you've got already a tiny fleet, they get totally trashed, it would be cool to have a space battle against a fleet of a similar size and power, something you would have to scout before, a bigger fleet where you should add your hero to win the battle or some kind of pirate quest where they actually do some kind of guerrilla warfare, siege a planet etc?
