GUI ressources icons (in)consistency

Let's take a quick look at this picture : http://i.imgur.com/nyRZa0X.png

Now, try to read the "construction" and "upgrade" values, do you see the problem? There are a mess.

Icons are in a different order than the usual one (see "empire money" / "empire ressources" at the bottom)

"Left to right" or "Right to left", I don't care, but please make it consistent everywhere.

(Actually, I do care, "empire money" / "empire ressources" at the bottom is the way to go)

May be putting this like a table in the form luxuries are presented in econ screen (the one to upgrade systems), with one resource over the other, and just leaving a blank into not needed resources?

Hot sure the way, but have to recognize actually is a bit confusing.

Having also separated info of the costs of upgrading one ships and hypothetical upgrade of all your fleets will be welcome, but I understand the danger of making all that more confusing.
