Reorder technologies in research queue and allow to pre-add technologies to the queue

1. Allow to reorder technologies in the research queue by drag and drop

2. Allow to add locked technologie to the queue. If the technology is unlocked when it's turn has come - it get researched. If not, either stall research (like in systems building queue), or just switch to the next available technology in the queue
