I suggest that the current "Pacific Assimilation" mechanic, which now is nearly impossible to counter, should work more like the rebellion mechanic:

The system in another empire influence area should be put in a state similar to the unhappyness rebelion, on which you could react bribing or suppressing, to postpone the assimilation.

Yes, and purging the heretics by shelling/nuking your own planet from orbit should also be an option.
