Hello.


I suggest to hide pirates bases inside curiosites (mostly ruins i guess). When you discover a pirate base,  by exploring a curiosity, a "special anomaly" appear, and its the pirate base.


You can then manage the pirates base by two ways.


1 ) You can use manpower to destroy it, with the Invade button (if its not in another empire system of course). A classic ground battle is launched. If you win the ground battle, the base is destroyed and you get a special loot (dust ? ressources ? captured pirate hero ? Influence ? rare technology ?). It increase the military politic for sure.


2) You can let it be, the pirate spawn continue, but you have at least the information about where it is and defend the system with war ships.

Later, if you colonize the planet, the base has special effect as an anomaly on the planet. For instance, you get a malus in Approval, but a bonus of dust. Another idea of effect : the mercenary cost is a bit reduced. Each pirate base you "own" reduce the cost of mercenary ships.

The pirate spawn end there, because they are now a part of your empire and find ressources directly at their door. Create a colony on a pirate base increase the pacifist politic i guess. Maybe you can still destroy the pirate base if you use man power via the specialization button (same as when you want to destroy anomay).


I think my idea gives differents ways to manage pirats, and may increase the strenght of manpower in early game if you want to destroy thoses bases. In the other hand, if a pirate base give good bonus, a system with pirate base may become a point of interest for many empires.

Pirates are currently ridiculous. There needs to be a way to control them. This is a good suggestion.

It'd be interesting to have peaceful ways to deal with the pirates as well. Using influence to persuade them to stop (or even join you), bribing them, paying privateers to patrol/invade, something like that.
