Replace the Colonial Rights (diverse pop) tech for Horatio!

Right now the Horatio gets the Colonial Rights system improvement by researching Inter-Species HR. Colonial Rights grants systems a +5 Approval bonus per population type.

This is all well and good but, as Horatio, your goal is to beautify the universe and integrate the genes of other races into your own. You shouldn't have other population types in your systems!

The Vodyani get to replace this tech with the Center for Holy Tithe, which is appropriate given that you can never have any non-Vodyani population. Shouldn't the same be done for the Horatio, then? Make it an improvement that gives a +10-20 Approval bonus if the system only has Horatio pop, and you've got something that makes a lot more sense both mechanically and narratively.
