Like everyone can see, the war and truce system is broken at the moment. I would like to propose some ideas to improve it taking inspiration with paradox grand strategy game (EU,CK, Stellaris).
The 1st idea is to rework the forced truce system, adding a war exhaustion like in europa universalis. With a malus growing more or less fast depending on governement, law, party, etc... The cravers will have no malus and could be in endless war. Factions still could ask for truce, but the penalty would be for the faction asking if the truce is accepted, depending on war score (see below).
The 2nd idea is to add revendication to war declaration like in EU,CK and stellaris with victory conditionated to a war score gained with space battle, invasion, trade route block, etc...
