I like this Idea, thou i would make it so you would have to research the ability first, so as to no make things too easy for the players early game.
Surplus resources likely aren't something one needs to worry about in early game. (Also, I don't see how it makes the game easier, it is just an optional way of reducing micromanaging, kind of like the building focuses.)
