In the late game, there should be a technology that allows ships and fleets to jump from system to system.  This tech should have a limited range based upon the ship with the lowest movement points in the fleet, and would consume all the fleet movement points; furthermore, if thought to be unbalancing, it could also require costs and detrimental effects like an inability to attack or invade after the jump, penalties to armor or shield absorption, multiple turn cool-down before reuse, strategic resource cost, of any combination thereof.

Ages ago, there was an arcade game called, Asteroids.


Using a jump drive was part of the game mechanic, and it was activated by hitting the Hyperspace button.


It was used as an emergency escape when the ship was in imminent danger of being destroyed.


However, there was a good chance that the ship would either materialize within solid matter (e.g., an asteroid), or the ship engines would explode.



Seriously though, for gameplay balance in ES2, this would be referred to as cheese, where it would ultimately be an all-or-nothing kind of moving ships that was open to all manner of abuse and annoying tactics. With the current movement mechanics, there is at *least* the ability to use probes to monitor for incoming invasion fleets, with hopefully time to marshal a defence.

You may have point, especially regarding multiplayer.  However, for single player, who gives a flip about cheesing?

This was Vulters faction trait in ES1, and they're able to do in EL in a reduced way.
