Idea/Ultimate Goals:

Personalize war unrest for each race and bind it to affinity for custom races. Current government adds its own truce penalties, too. Add short-term bonuses to races who signed peace treaty.

Approach Proposal:

The main idea is to penalize natural race power.

Race and standard party
Penalty
Sophons, Scientists
-5%Science
Cravers, Militarists
-5%Food
United Empire, Industrialists
-5%Industry
Vodyani, Religious
-5%Influence
Lumeris, Pacifists
-5%Dust

5% is just an example and numbers below too. Now about how each party affects truce. If party is present at voting, it becomes relevant and it's bonuses/penalties become applied. If truce is accepted, the bonuses are applied to both races based on their senates for 10 turns.

Truce
Scientists
Militarists
Industrialists
Religious
Pacifists
Ecologists
Accepted
+5%Science
-10Approval
+5%Industry
+7%Influence
+10Approval
+5%Food
Denied
-5%Science, -5Approval
-5%Food, +5
Approval
-5%Industry, +5Approval
-7%Influence, -5Approval
-7%Dust, -7Approval
-5%Food, -7Approval

For example, player's race is Sophons, current government is Scientists, Militarists and Ecologists. The Truce is rejected. Let's see what we have from that decision:

  • -5%Science from race and -5%Science from Scientists = -10%Science;
  • -5%Food from Militarists and -5%Food from Ecologists = -10%Food;
  • -5Approval from Scientists, +5Approval from Militarists and -7Approval from Ecologists = -7Approval.

If somehow the government has all parties, the maximum penalty is: -5%Science, -5%Food, -5%Industry, -7%Influence, -7%Dust and -14Approval plus race penalty. Corresponding maximum bonus is: +5%Science, +5%Industry, +7%Influence and +5%Food. Approval is negated, giving Dust is a crime.

This looks much more interesting, than plain -20Approval. Needs careful balancing, though. And I don't know what to do with dictatorship, could use population breakdown instead of senate or just leave it be - dictatorship would get only one bonus and only one penalty.

Yes! This is much better than the current system. It really messes my game up losing 20 approval if I'm at war. I was playing cravers and lost despite me rolling over every opponent because Lumeris managed to get econ victory due to making sign truces all the time. It's really hard to buff approval vs some FIDSI stuff.
