I think that food should be added as a buyable/sellable commodity on the Marketplace. Currently, when a system reaches the population cap, all the food that system is producing goes to waste. If you could buy or sell that extra food on the Marketplace, you would be able to make that wasted food useful, while also being able to acquire some extra food from the Marketplace if you ever want to boost the growth of a system. I am assuming that some mechanism is going to be added to allow you to also redistribute food between systems in your empire, which would give you an interesting choice about where your extra food will go, externally or internally. This could also connect to my idea here: https://www.games2gether.com/endless-space-2/ideas/323-soft-population-caps, as a place to allocate the food that is making your systems grow too far past the soft cap.
