Choose witch fleet to attack.

Not sure if someone else said this already, but i encountered a potentially annoying cycle when fighting vodyani. As you all know arks still act like a fleet when anchored and the only way to destroy them is by invasion or your fleet being powerful enough to destroy an ark in a fleet battle. Good thing we can seige the system to whittle down man power to make the invasion easier even if the ark is still there. The problem comes when another fleet is in the system which makes them invulnerable to attack since the attack order automatically attacks the strongest fleet (that being the ark) this makes it impossible to siege the system because the ark can just retreat and automatically get its health back to 100% in one turn.
